We seem to have that going on all over the country now, and wait till they change laws to go after one specific person… oh wait, that already happened.
The US treats colleges and universities as a four year long party, focused on getting drunk, having lots of casual sex, fraternities, sororities, and semi-professional football and basketball teams playing in giant, lavish, stadiums and arenas. More serious nations treat colleges and universities as serious places for people to focus on their studies. The US model does, in fact lead to actual rapes, and "date rapes" and simple morning after regrets. It also leads to routine deaths in fraternity hazing incidents, to college students being hospitalized for alcohol poisoning and having their stomachs pumped, and other bad stuff. At the end of it, many college grads end up living at home with their parents, deeply in debt, working menial low-paying jobs. Trade school is a far better route. When I attended college, it was quite common for 2/3 to 3/4 of the class not to even show up for lectures on Friday. They were just there to have a good time.
It wasn't always that way....I blame a lot on the decision to lower the voting age to 18 after the Vietnam vets complained that they were old enough to die for their country but not vote for their country (no one had the nerve to tell them the truth about why joining was 18 but voting was 21....had to do with brain development and what one would or could do)...note that while the states fooled around with the drinking age, 21 was the fallback age....It didn't help that the colleges no longer were seen as parentis in loco....these kids still need that....they are away from parental supervision for the first time and go wild when they are not ready....Colleges used to be more involved....
I see three problems. 1) our culture strongly encourages students to party hard and ignore their studies 2) our culture insists that just about every high school grad attend college, even ones who can't read (I mean that quite literally) and 3) the student loan system guarantees many students an all-expenses paid free ride for 4 years. So why not! After graduating, or dropping out after a few fun-filled years, these students will have neither the ability nor the intent to ever repay these loans. . .so they simply don't. And all of this is why Uber Drivers and Pizza Deliverymen with 4 year degrees are so common.
For some. I focused, very hard, on my grades, LSAT preparation, and the Army ROTC program. I was not there to learn to grow up, I was there to 1) get into a good law school and 2) become a Commissioned Officer in the US Army. Incidentally, those time commitments kept me out of trouble: I never got caught up in the sort of hedonistic behavior that leads to arrests in my years in college because I didn't have time to, and I didn't want to risk getting kicked out of the ROTC program. There are always a few disciplined, focused students on even the most hard-partying college campus, the folks who are focused on what they will do after graduation, instead of just getting drunk and having fun in the here-and-now.
Neither was mine. My parents couldn't afford to pay for my college. I had to do it. I worked two full time jobs, studied my ass off, took out some small loans and got it done on my own. I was busy all the time. Never had a chance to go booze it up at a stupid frat party.
I often wonder, TM, if these idiot college kids had to work full time jobs to pay their tuition, fees and housing if they'd have less time to get drunk, have lots of sex and just make messes of their lives. I am close friends with the police chief of my community. He showed me the statistics of crime in our community. 99% of all crimes committed here involve the use of alcohol or drugs. Buddy of mine was pulled over for DUI in a county in Florida where they publish your mugshot all over facebook, etc. Lost his job. Took it to court, Cops hid evidence until day of trial. Claimed they lost the footage. His lawyer never got to see that his field sobriety was flawless and he was perfectly cogent communicating with the cops. He was acquitted. The cop who pulled him over was later fired and sued over bogus DUI arrests. Didn't matter. My friend had already lost his job. He got no restitution. His lawyers said he had a huge civil rights claim, but he just wanted to get the hell out of Florida.
What county? I live in Florida and have heard that the rural counties are quite zealous in going after the little guy because there's not much else going on, whereas in Miami for example you have a better chance of being left alone by the cops.
