An argument can be made that .gov isn't just criminal. That would be easier to address. The problem is, mixed in with the crooks, are workers who are incompetent, lazy, have poor attitudes, bad morale, are intent on gaming the system, etc. After I got out of the military I worked a few contract jobs on .gov projects - I was astounded at times how much effort .gov workers would put into avoiding responsibility or tasks. Often times expending much more effort in avoiding the work than would have been involved in just getting the assignment done.
As for vetting, I think it's long been an iffy and inconsistent process. I had a TS clearance in the Air Force, and my neighbors were questioned and my background pretty thoroughly checked. But I worked with some other officers and enlisted types who should not have been cleared to serve, let alone have a position with a security clearance. I'm sure it's much worse now than when I was in the service under Reagan.
Psychopaths recognize each other and are able to cooperate, thus rising to the top. Brain scans can recognize these human insects and nip their careers in the bud. This is the answer. There is no other.

An argument can be made that .gov isn't just criminal. That would be easier to address. The problem is, mixed in with the crooks, are workers who are incompetent, lazy, have poor attitudes, bad morale, are intent on gaming the system, etc. After I got out of the military I worked a few contract jobs on .gov projects - I was astounded at times how much effort .gov workers would put into avoiding responsibility or tasks. Often times expending much more effort in avoiding the work than would have been involved in just getting the assignment done.
As for vetting, I think it's long been an iffy and inconsistent process. I had a TS clearance in the Air Force, and my neighbors were questioned and my background pretty thoroughly checked. But I worked with some other officers and enlisted types who should not have been cleared to serve, let alone have a position with a security clearance. I'm sure it's much worse now than when I was in the service under Reagan.

Why? Convenience. Metal is too heavy and bulky, so paper took its place. Now in the world of hi-tech, paper is too cumbersome and credit and debit cards came into being. Now Bitcoin and direct exchange makes the threat of fraud less. CBDC just puts the control in your phone or PC.
Central banks and the Fed have controlled money since 1913. Hi-tech has just tried to make exchange easier, faster and safer with time.
As long as the people respect and have faith in the value of “the dollar”, a unit of wealth, ie labor, things will go on. When that is lost, Weimar occurs. Remember what happened to the banks in the early 1930s. They are no better than the faith of people.

Even Cryptos will be helpless, since they depend upon the Internet and electric grid, which can ultimately be controlled by The State.

I've seen people busted in their vehicle for being in possession of a Skill Craft pen (those office pens used in the military). Obviously a made up bust but it stuck because that's what they wanted. Military and kangaroo courts are about the same.
