It's only been 26 years or so since we got "The 'Patriot' Act" and how quickly forget that ALL of these "acts" have the devil in the details. All of these acts can be abused and oftentimes we don't find out just how bad they are until they are passed (we have to pass them to find out what's in them).

Except in certain locales, prostitution is illegal on the part of all of the parties involved. If you bothered to read any of the evidence in any of these cases you would discover that prostitution was exactly what was going on.
In some cases these crimes have been punished and other cases not. Given the lengthy period between the activity and its public discovery, the corruption of local officials, the reluctance of many of the participants to testify and the destruction of evidence by the prior Administration, it is very unlikely that many more will be brought to justice.
